The Manifesto

1. Domestic Policy Decisions

All major domestic policy decisions will be made by polling of the voters and will cover all such matters determined by the voters to be in their top fifty policy issues as determined by polling.

2. Commitment to Vote

All UR representatives and senators, state and federal, irrevocably commit to vote for the positions established by said polling.

3. Lobbying

An independent, totally transparent, organization will be established and funded by appropriation to counter positions advocated by all privately paid lobbyists and foreign agents trying to influence legislative drafting with reports issued to the public on such lobbying and the contra-lobbying efforts so that all significant views are presented.

4. Legislation Approval

All UR Party executives, presidents, vice-presidents, governors, deputy governors, etc. commit to approve legislation embodying voter polled and approved policies.

5. Legislation Funding

Each piece of legislation shall be funded when adopted, i.e. funding must be in place to pay for increases in budget caused by each piece of legislation subject only to a general deficit percentage to be set by the President upon the advice of economic advisors to account for global economic considerations. Failure to adopt taxes at the same time will be paid for by increasing the overall income tax rates, including personal and corporate income tax rates.

6. Voters

The number of voters randomly polled shall be set by the President based upon good faith estimates of the requirements to produce a reliable statistically significant result for each issue.

7. Foreign Policy

Federal foreign policy and military issues will be decided by the President, preferably with the advice and consent of politically balanced committees of the House and Senate dedicated to such issues.

8. Appointments and Removals

Appointments and removals of appointed justices, judges and other heads of executive branch departments and agencies will remain with the President confirmed by the Senate as advised by polling.

9. Failure to Vote in Accordance with Polling

Any UR Party legislator that breaks their promise to vote for voter polling approved policy decisions will be immediately removed from office. This removal will be facilitated by execution of an undated resignation held by the party leader in their respective branch (federally either the House or the Senate) to take effect upon the breach of their covenant with the voters.

10. Legislators Selection

The UR Party shall endeavor to select legislators that are competent to exercise their oversight and compliance obligations and committed to minimize the oppression of voters by executive branch administrators by said oversight.

11. One Individual-One Vote

Unified Reform is committed to eliminate from the Constitution anything that runs  counter to the one individual-one vote principle, including disproportionate voting in the  Senate, political gerrymandering, the Filibuster and the electoral college.
